In reality it's not that hard to put up a website, anybody can pretty much do it. The fundamentals are easy, and there are lots of great books and tutorials.
If you look around the web you will see lots of sites, some developed by professionals, and some I call "nephew sites", which are sites put up by someone's nephew or next-door neighbor or cousin who owns a computer.
Don't get me wrong, I'm someone's nephew too. The difference is the background and experience in web design, web development, usability, and content creation that I bring to the table. I have worked on somewhere around 150 websites in the entertainment, financial, editorial and e-commerce fields.
Sites I create follow a special methodology that I have found lead to great sites that are relatively painless to create for both me and the client as explained in the web design section.
